About USAID Uzazi Staha [Community Partnerships for Respectful Care (CPRC)] project:

The Americares Community Partnerships for Respectful Care (CPRC) is a 5-year project (2020-2025) funded by the U.S. Agency for International Development (USAID) with the aim to contribute to reducing mortality and morbidity among mothers and their children through improved community-based health care. The USAID CPRC project (USAID UZAZI STAHA in Swahili) provides strategic technical assistance at the national, regional and council levels to improve the quality and uptake of reproductive, maternal, newborn, child and adolescent health (RMNCAH), family planning (FP), and nutrition services, as well as strengthen respectful maternity care in Tanzania. Americares Tanzania works with Christian Social Services Commission (CSSC) in the implementation of the USAID CPRC project in the Mwanza Region.

POSITION SUMMARY:

Data clerk will be responsible for implementation of monitoring and evaluation (M&E) activities. She/he will work with CPRC MEL Specialist, local community-based implementing partners and government counterparts at regional and district council levels to ensure smooth data collection and entrance into national reporting systems (DHIS2) and project based databases (Commcare). In addition, the Data clerk will work closely with CPRC MEL Specialist in building capacities to health care providers at Bugando medical center, particularly during data collection, analysis and reporting. The position will require an emphasis of working closely with experience with national Health Management Information System (HMIS) particularly DHIS2 on data collection, analysis, results and reports.

DUTIES AND RESPONSIBILITIES:

Routine Monitoring and Evaluation:

  • Support the MEL specialist in the project implementation, coordination, developing activity monitoring plans, and contribute in strengthening MEL system for the USAID Uzazi Staha project.
  • Track and measure achievement and progress toward activity goals and results.
  • Organize and lead in a monthly data review meeting at health facility level and share the MEL findings to the project team and recommendations to improve the project implementation.
  • Design digital data collection tools as appropriate and train the health facility and project staff, including sub-grantee staff and community health professionals on the tools.
  • Conduct data collection, data validation, and data quality assessment in collaboration with R/CHMTs on key project indicators.
  • Perform data analysis and advise project lead on needed revisions, especially on project key-performance indicators and targets.
  • Design, develop and update on monthly basis the data visualizations, dashboards, and reports to communicate complex data insights to stakeholders at health facility and district/region level.
  • Collect and compile the FP referrals monthly data from different service delivery points not limited to postnatal, antenatal, labour and delivery and CTC.
  • Utilize the online reporting platforms on standard indicators including USAID Development Information Solutions (DIS) for reporting and maintain the project database.
  • Provide technical support on MEL related activities to the project staff and R/CHMTs staff.

Research and Learning:

  • Assist the MEL specialist in periodic report writing and success stories.
  • Perform additional or complementary analysis of data collected, including baseline and end-line data and developing presentations, abstracts, articles and publications through data analysis, tabulation, visualization and supporting data interpretation.
  • Participate in designing and management of project-wide information systems; M&E data collection tools and computerized database software for data collection.
  • Draft, review and improve key sections of technical reports based on data and indicators collected, synthesizing findings, and presenting into the sophisticated graphic visualization.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Health Monitoring and Evaluation, Public Health, Social Science, Epidemiology, Statistics, or related disciplines is required.
  • Experience of working in RMNCAH, Family Planning, Nutrition, and community development projects is highly desirable, especially the ones in Tanzania context.
  • Minimum of 5 years of work experience in monitoring and evaluating international health sector development projects, with strong preference for candidates with previous experience of working with the public health sector in building and strengthening data collection and reporting systems.
  • Demonstrated experience of working with USAID large-scale programs, including knowledge of USAID’s reporting requirements.
  • Familiarity with the national health management information system will be beneficial.
  • Experience in digital data collections including Commcare, data management, and DHIS2, including sophisticated data analysis using STATA or R
  • Experience working with and being accountable to multiple stakeholders and multilayers settings, a huge plus
  • Excellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures
  • Ability to coach, mentor and develop technical capacity of technical staff.
  • Excellent English-language speaking and writing skills and demonstrated experience meeting USAID and other donors reporting requirements
  • Proficiency in Office 365 including Word, Excel, Teams, PowerPoint, and SharePoint
