We are excited to be searching for proactive and pragmatic Senior Finance Officer to manage IDH finance in Tanzania under the Value Chain Transformation Business Unit (VCT BU).

Our Value Chain Transformation Business Unit (VCT BU) contributes to IDH’s overall vision and mission and the impact themes of Better Jobs, Better Incomes and Better Environment. Through a business-led approach, programs in VCT BU support the transformation of African food value chains into economically viable, inclusive, and resilient value chains that contribute to improved food and nutrition security, create local economic value and support increased local and regional trade. VCT BU is implementing new programs in East Africa and seeking dynamic and driven individuals to complement the existing team.
Your role
This role ensures financial integrity in accounting records for the generation of the provision of quality and timely financial reports, reviewing and analysing accounting ledgers and contributing and strengthening the internal control and accounting systems for compliance at IDH Tanzania. The Senior Finance Officer supports budgeting, planning, contracting, payments, financial monitoring, financial reporting, payrolling, procurement, and support coordination with other IDH offices and entities.
Key Responsibilities
Financial Accounting
- Oversee the program and country office budget, by providing insights in the actual spending and forecasting versus the budget;
- Prepare the monthly, quarterly and annual financial reports;
- Capture the day-to-day transactions via Exact Accounting System or Excel spreadsheets;
- Execute proper accounting and administration principles and documentation practices as per statutory / donor compliance.
Financial management
- Take overall responsibility for day-to-day financial management and oversight across the program, covering activities directly implemented by IDH;
- Lead in the country’s financial planning for the program including (the development of formats for) budgets, annual plans, and forecasts for integration with the wider organisation’s business planning;
- Prepare and manage the program’s annual audit cycle and process to ensure that the audit is delivered to the donor by the agreed timeline;
- Liaise with the Senior Program Controller on the design of the financial accounts and the formulation of financial targets;
Grant management and compliance
- Implement core principles, policies and procedures for the overarching management and coordination of all financial support in the Country Office as well as to third parties provided under the program in close collaboration with other relevant Program Controllers;
- Oversee and ensure compliance of IDH and local partner organizations with agreements made, and promote dynamic and mutual accountability;
- Oversee and ensure compliance of IDH Tanzania office to local policies, laws and regulations relating to financial responsibilities and accounting principles
- Overseeing the payrolling process at IDH Tanzania
Financial reporting
- Be involved in donor and partners pertaining to the implementation of signed agreements;
- Consolidate and review partner financial reports for submission to the donor;
- Oversee and review the financial control environment across the program to ensure compliance with financial regulations, prevent/detect significant fraud, and generally manage financial risk, within IDH expenditure;
- Prepare monthly depletion reports and prepare and consolidate quarterly finance reports for the program;
- Manage healthy cash flow and liquidity based on annual / quarter finance operation plan;
- Handle the process of receipts, payments and transfers to the implementing partners based on agreements, advices, invoices and documentation and monthly closing;
What you bring
- A minimum of five (5) years of work experience in financial management and accounting, particularly in an international context
- An academic degree (or equivalent work experience) in finance, accounting, business economics, or another relevant field
- Professional certification in Accounting
- Demonstrable experience with financial management and reporting in an international setting
- Knowledge and understanding of common political and administrative constraints affecting the ability of civil society organizations to receive and spend international donor funding in contexts of shrinking civic space
- Experience with overseeing (sub-)grants to local partners from a financial and compliance perspective
- Full professional proficiency in English; proficiency in another widely spoken language would be an asset
- Strong Excel skills and good working knowledge of budgeting and financial forecasting in Excel
- Experience in an NGO setting
