Job Description
At Door of Hope to Women and Youth Tanzania, M&E is one the important department unity, and an M&E officer has a duty to provide technical field support to the M&E unit in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects.
Monitoring and Evaluation officer at DHWYT will work closely with program teams to assess field condition, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the head of programs or Executive Director.
He/she will replace or work with other members of the team, as need be, on grants writing and set up, follow up of program expenses, standard operating procedures and any other tasks given to him/her by head of programs or Executive Director.
The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing partners (if any), particularly in relation to monitoring, reporting and governance issues.
Primary Responsibilities
▪ Support all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
▪ Support in creating a framework and procedures for the monitoring and evaluation of project activities.
▪ Defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
▪ Assist in proposing strategies to increase data use and demand amongst Program staff.
▪ Assist Program staff in clarifying project information needs.
▪ Support project/program staff on ways to properly document, organize and capture program progress.
▪ Draft tools and their revisions as well as data collection procedures under the supervision of the Head of Programs/Director (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
▪ Support in reviewing the performance of existing management information systems to help identify potential modifications or resources.
▪ Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
▪ Suggest ways to facilitate data collection and the flow of data within Program field teams.
▪ Collect data on a regular basis to measure achievement against the performance indicators.
▪ Check data quality with partners.
▪ Maintain and administer the M&E database; analyse and aggregate findings.
▪ Support project progress reporting, project mid-term review and final evaluation.
▪ Identify areas where technical support to project staff is required. Organize refresher training on M&E for partners as required.
▪ Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
▪ Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with the Head of Programs or Director.
▪ Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
▪ Analyse changes and patterns in KPI indicator data and performance reports in order to support Program staff and/or the Head of Programs.
▪ Support the Head of Programs and Director to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
▪ Support and participate in program and project evaluations
▪ Support Head of Programs and Executive Director in reviewing donor reports to ensure high quality reports are submitted on time for any grant/program.
▪ Assist Program Development/Grants Management in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation
▪ Review and analyse weekly, monthly and quarterly reports to identify the causes of potential bottlenecks in projects implementation and to enhance quality of reporting.
▪ Produce reports on M&E findings and prepare presentations based on M&E data as required.
▪ Provide the Executive Director with management information she/he may require.
▪ Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap
