About The Job
IMA World Health is seeking a Localization Capacity Strengthening Advisor with significant experience addressing social and behavior change (SBC) for integrated health services to serve in this capacity for an anticipated USAID-funded Social Behavior Change project in Tanzania. The 5-year project will focus on improving access and utilization of integrated health services for maternal and child health, family planning, nutrition, malaria, HIV, WASH, and global health security.
The Localization Capacity Strengthening Advisor will identify opportunities and develop the local capacity of selected local entities. The Advisor will work with staff to lead the development a localization capacity strategy for the project to identify organizations as potential candidates for “graduation” to receive and effectively manage direct funding from donors, e.g. USAID. The Advisor will identify an array of tailored technical and organizational support (e.g., administrative, logistical and financial management, policy and advocacy, knowledge management, network engagement, and monitoring and evaluation) to strengthen an organization’s ability to be an effective and sustainable partner to deliver SBC activities.
The position will be based in Dar es Salaam, Tanzania and will report to the Chief of Party. The Advisor will be expected to visit project sites periodically. Actual hiring is contingent upon signed agreement and USAID approval.
Key Responsibilities
- Lead the design, implementation, and monitoring of the project’s local capacity strengthening strategy in collaboration with senior management team and partners.
- Develop and conduct baseline survey to collect data to determine best opportunities for initiating and implementing the local capacity design (LCD) strategy.
- Lead identification, assessment and development planning of national partners in LCD activities.
- Assist local organizations in determining their social and behavior change (SBC) capacity strengthening needs and designing, implementing, and monitoring capacity strengthening activities.
- Conduct capacity assessment to inform areas for improvement and areas of success to recognized in a detailed capacity strengthening training plan.
- Working with SBC staff, tailor SBC training materials for specific areas/topics identified as needed for delivering local capacity development.
- Facilitate country technical knowledge management learning exchanges and events for best SBC LCD practices and success stories.
- Work with MEL Director to develop and implement monitoring and evaluation and periodic reporting related to local capacity development activities and outcomes.
- Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of progress, quarterly and final program reports as needed.
Qualifications
- Master’s degree in international public health or related field.
- Demonstrated understanding of USAID’s localization agenda, approaches, and tools (such as pre-award surveys, capacity assessments) for SBC within integrated health services
- At least 8 years of experience designing, implementing, and monitoring capacity strengthening activities for local partners or government bodies in low- and middle-income countries.
- At least 8 years of experience managing activities involving grants or subcontracts to partners in low- and middle-income countries.
- Experience in technical and administrative capacity development of local institutions and ability to demonstrate the graduation of local institutions sustainability including direct donor funding of those institutions as a result of capacity development efforts.
- Strong familiarity with the contextual environment in Tanzania preferred.
- Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
- English fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
- Ability to travel to project sites as needed within Tanzania.
