Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of our Tanzania based client, we are looking for a competent and experienced Lifting Coordinator.
MISSION AND JOB DIMENSION:
The Lifting Coordinator plays a critical role in conducting rigorous technical assessments of mobilized lifting equipment, providing indispensable technical support, and effectively coordinating inspection campaigns. He/she is also responsible for the assessment of derogation requests for non-complied lifting equipment from CTR level 1 within the project.
His/Her primary goal is to guarantee the fitness of all lifting equipment for its intended use. Moreover, this individual serves as a vital source of support and guidance for all COMPANY Site Lifting Specialists, offering invaluable expertise on matters concerning the integrity of lifting equipment.
CONTEXT AND ENVIRONMENT:
- The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
- Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
- The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
- The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8×2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
- Ensure that all lifting equipment is marked or tagged with a unique ID number and its WLL/SWL and is color coded to the current color code schedule.
- Ensure that complete certification produced by the manufacturer is available through the lifetime of the equipment.
- Ensure that a strict program of inspection and tests of lifting equipment is providing as per EACOP Project – LMS as well as OEM requirements.
- Carry out with LTA/SLS regular inspections/audits on lifting equipment in use.
- Inspection of all rental lifting equipment prior to first entering site.
- Conduct monthly visual inspections for all lifting equipment on site(s) in use and ensure inspection plate/label are updated and posted in visible way.
- Carrying out inspection and testing work to industry specifications, whether on site or in workshops
- Assisting the project lifting team by ensuring the respect of Lifting Management System requirements in terms of lifting equipment integrity requirements.
- Completing necessary paperwork in line with set procedures and industry specifications
- Verify qualification/certification and competence of Third-Party Inspectors and CTR Level1 inspectors
- Ensure that CONTRACTOR(s) lifting equipment inspection and maintenance policy is adhered to.
- Assisting with repairs and servicing of lifting equipment where required
- Travelling between different sites and workshops to work on common bits of construction kit
- Working in a fast-paced office environment completing administration work
- Able to pick up new systems quickly that may be very technical
- High level of organization and commitment to work
- Good knowledge of inspection and testing techniques regarding different types of lifting equipment
- Attention to detail and accuracy when completing inspection and examination testing paperwork
- Carries out post inspection de-briefs.
- Working between 6 days a week 10 hours per day. There may be time where you’ll need to work longer hours, if you need to do some overtime or cover other staff operators, forklift operators, man lift operators, slingers, riggers, scaffolders
- Any other duties assigned by COMPANY management.
ACCOUNTABILITY:
- Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordination EACOP project teams processes.
MANDATORY REQUIREMENT
Qualifications and Experiences Required.
- Minimum 5 years’ experience in construction and/or structural erection industry as Mechanical Lifting Inspector with structural engineering background
- Lifting Equipment Inspector and/or industry related qualifications such as ISO/LEEA/EAL/CPA etc.
- Broad and extensive knowledge in lifting equipment and steel structural design
- Working to International standards such as BS, ISO, EN etc.
- Prepare a report, way forward, actions and recommendations
- Experience in design, supervising or construction of high-pressure vessel / heavy – duty trailers is a plus
- Passion for machinery and the technical aspects of the industry
- In-depth understanding of general engineering
- Experience of carrying out method statements and risk assessments
- Excellent personal organizational skills
Required Competencies
- Ability to pay attention to detail especially to equipment with home-made and tailor-made modifications.
- Ability to evaluate the integrity of the primary and secondary structure as well as reinforcement
- Deep knowledge of HS structure and operation strategy
- Ability to train and couch personnel on site(s)
- Ability to work in a multi – cultural business environment.
- Ability to participate mechanical lifting investigation (e.g., CTA…)
- Ability to work under pressure
- Ability to travel
- Staff management experience (knowledge transfer).

Fluent in English: speaking, writing
