Legal Researchers For The Transnational Organised Crime In East Africa (Eatoc) Project

Overview & Responsibilities

IDLO is implementing a Transnational Organized Crime in East Africa (EATOC) Project, funded by the United States Department, Bureau of International Narcotics and Law Enforcement Affairs (INL). The project aims to strengthen State Responses to Transnational Organized Crimes (TOC) in Kenya, Tanzania, and Mozambique through (i)strengthening national and regional policy and legal frameworks on TOC in the 3 countries; and (ii) enhancing national and regional capacities for collaboration and coordination of the prevention and responses to TOC in the 3 countries.  

In this regard, IDLO seeks to recruit Legal Researchers in Kenya, Tanzania, and Mozambique to conduct TOC research assignments at the country level, and support the development of legal frameworks on TOC, training materials for TOC actors and collaborative frameworks for TOC response across the focus countries. The consultant shall report directly to IDLO’s Programme Lead for the EATOC Project.

The Legal Researcher’s duties and responsibilities will include:

  1. Carry out research and develop reports on different thematic areas as identified by project beneficiaries for consideration in decision-making for TOC response initiatives at the country level.
  2. Provide research support for developing regional and national policy, legal, and operational frameworks for TOC.
  3. Provide research support for developing training manuals, readers and other training tools for TOC investigators, prosecutors, Magistrates and Judges.
  4. Provide research support for developing and implementing regional and national collaborative frameworks for TOC response across countries.
  5. Any other necessary task(s) related to fulfilling the objectives of the Project.

 The Consultant will deliver the following:

  1. An Inception Report detailing the approach/methodology, clear milestones and timelines, and a detailed work plan.
  2. Research Reports and Products of the research assignments allocated.
  3. Monthly Progress Reports adhering to IDLO’s reporting template and documenting research support provided, achievements of the research work, the key results realized and the expected deliverables for the subsequent month, to be submitted by the 25th of every month.

Job Requirements

Education

  • A Bachelor’s degree in Law or related fields from a recognized university.
  • A Master’s degree in Law or a related field will be an added advantage.
  • A Certificate of training in legal research will be an added advantage.

Work Experience

  • A minimum of 3-5 years of professional experience in legal research, analysis and writing.
  • Experience providing research support for the development of training curricula, manuals, guidelines, standard operating procedures, digests or related research products.
  • Demonstrated understanding of the criminal justice context of the country of focus.

Technical Competencies

  • Excellent organizational, interpersonal and communication skills.
  • Excellent work ethic founded on integrity, impartiality, and confidentiality.
  • Professionalism in the process of engaging with multiple government agencies across countries.
  • Proficiency with Microsoft Office programs and other relevant computer applications.

Terms & Conditions

The assignment will be undertaken for a short-term period of twelve (12) months from 1 July 2024 to 30 June 2025, an output basis at a monthly consultancy fee upon satisfying the agreed deliverables. The assignment is output-based, and flexibility of schedules and availability might be required to ensure the completion of work within the time frame.
