Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of our Tanzania based client, we are looking for a competent and experienced Incident Management & Prevention Coordinator
POSITION IN THE ORGANISATION
REPORT TO: N+1 HSE Manager
No direct subordinates or staff management responsibilities

MISSIONS / JOB DIMENSIONS
An experienced candidate must be able to develop effective systems, which would assist the organization / project, and all CONTRACTORS to make informed decisions based on the analyses of lagging indicator data.
To have this data available one must have comprehensive and well-rounded knowledge and extensive experience within the Oil and Gas industry predominantly dealing with incident investigations and root cause analysis, in addition, software processes and industry best practice knowledge to develop the programs required

CONTEXT AND ENVIRONMENT

  • The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
  • The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
  • The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8×2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.

KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES

  • Align, develop, implement and maintain an overall project Incident & event Management system, the system must be structured as to facilitate stakeholders in making informed decisions on current project exposures and risk
  • Lead investigations and be familiar with Root Cause tree development and Incident Investigation facilitation
  • Be able to develop and implement Internal management systems predominantly around risk management
  • Develop, implement and maintain Root Cause analysis systems and requirements
  • Conduct training and workshops on Incident Investigations, Root cause analyses and corrective actions
  •  Be creative with development of lessons learned and the communication of such.
  • Set up systems to monitor corrective actions and effectiveness of such

ACCOUNTABILITIES 

  • Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
  • Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
  • Supporting and coordination EACOP project teams processes.

MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Academic:

  • Technically Qualified Professional – predominantly in Oil and Gas operations
  • Tertiary Qualification such the equivalent to a NEBOSH Diploma
  • Fully conversant with major MS office software
  • Must have formal certification in Root Cause Analysis and Incident investigation

Experience:
Essential:

  • 10 years international major project experience within Oil and Gas sectors – min
  • 7 – 10 Years working in developing countries in Oil and Gas – specifically in HSE role.
  • Setting up and deploying HSE systems in major projects start up and execution.
  • Expert RCA Incident Investigation/ Facilitation
  • Must be familiar with various root cause analysis software and programs used in O&G industry

REQUIRED COMPETENCES:

  • Oil and Gas or other heavy industry related experience
  • Experience of working in Africa
  • Pipeline construction experience
  • Previous experience with projects
  • Skills and experience with Power BI development
  • MS Forms and power apps

ADDED ADVANTAGE

  • Skills with MS Lists
