Financial Planning and Performance Specialist for MUM Activity

 The USAID-funded Maji na Usafi wa Mazingira (MUM) project in Tanzania, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Financial Planning and Performance Specialist. This position will be located in the main office in Iringa. 

Position Description/Summary: The USAID Maji na Usafi wa Mazingira (MUM) is a five-year (August 2021 – July 2026) $25 million project funded by the United States Agency for International Development (USAID). The purpose of the project is to expand and sustain the provision and governance of WASH services by (1) increasing access to sustainable water services, (2) increasing access to finance for water, sanitation, and hygiene, (3) strengthening the market for sanitation products and services; and (4) strengthening basin water boards and water user associations for stewardship of water resources. Tetra Tech is the prime contractor with three subcontractors: FSG, WISE Futures, and IRIS Group. Under the supervision of the WASH Finance Team Lead, the Financial Planning & Performance Specialist (FPPS) will be an integral part of the MUM team, focusing on efforts to increase access to finance for the WASH sector.

 Responsibilities:

*Design mechanisms and support efforts geared at increasing  access to finance for WASH sector institutions including the National Water Fund (NWF), Implementing Agencies (IAs) [Water Supply and Sanitation Authorities (WSSAs), Basin Water Boards (BWBs), Rural Water Supply and Sanitation Agency (RUWASA) Districts, Community-Based Water Supply Organizations (CBWSOs)] and private operators [e.g., Micro, Small and Medium-Size Enterprises (MSMEs)] from public and private sources (e.g., commercial banks, etc.) and thematic funding sources (e.g., climate finance, etc.)

*Lead efforts to support IAs (WSSAs, BWBs and CBWSOs) and private operators to improve their financial management, cost recovery, business models and creditworthiness as part of the implementation of their capacity building plans and to facilitate them access financing from potential sources.

*Support efforts by IAs (WSSAs, BWBs and CBWSOs) and other WASH service providers to improve their plans and budgeting and revenue collections as part of the implementation of their business plans approved by respective regulators (e.g., EWURA, RUWASA, etc.,). 

*Review and provide technical guidance on the concept notes and fundable project proposals developed by IAs as part of the implementation of the Project Preparation Facility (PPF) to ensure the concept notes and fundable project proposals meet the criteria of funding agencies (e.g., TIB Development Bank as part of the implementation of the loan window in collaboration with the NWF).

*Lead efforts geared at increasing collaboration with financial institutions to develop financial products and services appropriate for the WASH service providers.

 *Develop and deliver relevant capacity-building programs for WASH service providers (public and private operators). This includes travelling to IAs to provide on the job-coaching as approved by the WASH Finance Team Lead.

*Work in collaboration with the Monitoring, Evaluation and Learning (MEL) Team to ensure monitoring and evaluation data falling under MUM strategic objectives are keyed-in on time to facilitate monitoring the performance of the project and take corrective measures on time where appropriate.

*Work in collaboration with other MUM strategic Objectives (SOs) and Crosscutters [e.g., Grants, procurement, Communication and Gender Inclusion and Youth Engagement (GIYE)] to integrate their inputs into MUM strategic objective 2 (SO2) work plans, budgets, activity description and reports.

*In consultation with the COP/DCOP Tech/WASH Finance Team Lead, represent Tetra Tech at conferences, seminars, and other professional meetings related to the SO2 component.

*Comply with Tetra Tech policy on media inquiries, consulting with the management team on response management. 

Qualifications:

* Degree relevant to a specific area of specialization (accounting, public financial management, finance, economics, project management/finance, business, or related field, etc.,)

* Master’s degree or equivalent and 7 years in relevant field OR Bachelor’s degree or equivalent and 10 years in relevant field

* Experience under similar projects, providing assistance on large donor-funded projects with similar scope.

*Demonstrated experience providing technical input and/or advisory services related to development financing, preferably, WASH financing.

* Experience delivering services in Tanzania working successfully within a team environment.

* Excellent interpersonal and business communication skills, verbal and written.

* Knowledge and experience within Tanzania WASH and/or financial sectors.

* Computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc). *Demonstrated experience overseeing teams across multiple WASH focuses, ensuring appropriately tailored and synchronized activities.

*Fluency in written and spoken English and Kiswahili.
