Job Title: Finance and Logistics Officer – Marine (Pemba Office)
Reports To: Finance and Admin Manager Marine.
Location: Pemba
Responsibilities:
Financial Management (60%):
i. Ensure all expenditures are made in accordance with established procedures, with approved vouchers, complete supporting documentation, and within budget availability.
ii. Manage payment requests in a timely and secure manner.
iii. Process daily payment requests via bank transfer or petty cash after review by the Finance and Admin Manager and approval by the Program Manager or Program Director.
iv. Conduct cash counts before and after petty cash replenishments. Prepare cash counts at month-end and year-end to maintain accurate records of physical petty cash balance.
v. Prepare Petty Cash Vouchers, Deposit Vouchers, Cash Disbursement Vouchers, and Adjustment Vouchers to complete financial documentation.
vi. Review staff advance settlements to ensure amounts, grant codes, and accounts are correctly recorded in settlement reports.
vii. Remind staff with outstanding advances to settle them as soon as practically possible.
viii. Prepare JV Templates for deposit vouchers, cash disbursement vouchers, adjustment vouchers, and petty cash vouchers for review by the Finance and Admin Manager.
ix. Maintain complete accounting records in good condition for the required retention period, in compliance with local, donor, and WCS-NY regulations. This includes vouchers, bills, invoices, procurement forms, authorizations, reconciliations, and both paper and electronic records.
x. Coordinate, collecting and reviewing timesheets of staffs in the program area
xi. Maintain asset register of your area program and acting as custodian.
xii. Assist the Finance and Admin Manager by providing key input and guidance to the finance team in resolving pending items, transaction problems, and irregularities in a timely and effective manner.
xiii. Provide assistance and support during internal and/or external audits. Draft audit responses and ensure implementation of agreed audit recommendations.
Admin & Logistics (40%)
i. Manage office administration and logistics issues in coordination with the Marine Admin and Logistics Officer.
ii. Assist the Marine technical team, in coordination with the Marine Admin and Logistics Officer, with logistics and financial planning for workshops, field operations, and related activities.
iii. Assist the Country HR Manager in various HR functions, including maintaining personnel files for Marine staff in Pemba, managing leave records, and coordinating contract renewals. Serve as the first point of contact for all HR-related queries from staff.
iv. Maintain organized and up-to-date records, including financial documents, contracts, and HR files, both in physical and electronic formats. Ensure easy retrieval and accessibility of documents as needed.

v. Oversee day-to-day office operations, including office supplies procurement, maintenance of office equipment, and coordination of office cleaning and maintenance services.
Qualifications:
Bachelor’s degree in accounting/finance/Related Field with Minimum of 2 year of working experience.
