Finance, Administration and Operations Director – Tanzania, PMI Mbu (Mosquitoes) Project

JSI Research and Training Institute, Inc (JSI), a USA based public health management firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Director of Finance, Administration and Operations for the anticipated PMI Mbu (Mosquitoes) Project in Tanzania (Mainland and Zanzibar).
The activity aims to identify and implement proven, evidence-based vector control approaches in Tanzania (Mainland and Zanzibar), excluding indoor residual spraying (IRS) and Larval Source Management (LSM). The activity will provide technical support for the IRS and LSM. This activity focuses on insecticide-treated bed nets (ITNs) that include determining the quantity of ITNs needed annually to maintain high population access and implementing delivery/distribution/issuing of ITNs using the Government of Tanzania (Mainland and Zanzibar) approved bed net distribution channels.

The FAO Director is a full-time position based. He / she will be responsible for overall financial management and operations of the program activity. Management support areas and functions include finance, sub agreement partner and grants management, operations including safety and security, human resources and procurement. The FAO Director will report to the Chief of Party and supervise the Activity’s finance and operations staff.

This position will be based in Dodoma.

RESPONSIBILITIES

  • Provide financial management, operations and administration oversight of the contract and of the implementation of program activities.
  • Oversee all operational activities and teams including finance, accounting, procurement, operations, grants, human resources, office administration, and property management.
  • Responsible for up-to-date policies and procedures for operations, personnel, grants management, and safety & security in line with JSI templates and requirements as well as donor and host country government requirements.
  • Prepare and/or review monthly financial reports and tools (including budget tracking, obligation tracking, field financial accounts, accruals reports, donor reports) and ensure to update and monitor annual budget, review variations and share ensure timely submission to the Chief of Party, JSI HQ or donor.
  • Collaborate with the Chief of Party and the Senior Management Team (SMT) to ensure coherence between programmatic activities, the project budget, contractual compliance, and administrative requirements.
  • Ensure compliance with the financial and operational requirements and approvals incumbent in the Activity contract.
  • Ensure the complete documentation and accountability of all financial transactions.
  • Work with project and sub-partner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for project funds; actively tracking program funding sub-obligations, and working with program teams to provide accurate and reliable activity projections to inform pipeline analyses.
  • Ensure accurate and timely financial information is presented to USAID, management, and project staff for decision-making.
  • Ensure cost savings / effectiveness and reasonableness in all allocated expenses for the project.
  • Directly supervise F&A teams, managers responsible for procurement/construction, finance, human resources, grants, compliance, IT and office administration.
  • Oversee human resource operations and ensure compliance with JSI human resource.
  • requirements and related award compliance requirements.
  • Oversee office and vehicle administration, including management of project vehicles for project activities, and general office administration.
  • Monitor the tracking of project property and ensure proper stewardship and custody of USG-funded assets.
  • Ensure compliance with local statutes, including, taxation and annual audits, etc.
  • Develop and monitor the project closeout plan in the final year of the project, including disposition of assets, reconciliation of final expenditures and commitments, and other administration aspects of project closeout.
  • Assist COP in addressing contract-related issues and ensure all financial controls and systems comply with USG procedures and regulations in implementation of all project activities.
  • Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
  • Prepare routine and ad hoc financial reports to USAID / PMI.

QUALIFICATIONS

  • Master’s degree required in business administration, finance, accounting, or other relevant field. Professional accounting certification preferred.
  • Minimum 10 years of work experience at a senior level finance and operations position with an international organization working with USAID on large scale, complex projects ($50 million USD or above).
  • Familiarity with USG financial reporting and compliance requirements. Managing USAID / PMI contracts and knowledge of contractual compliance requirements is required.
  • Advanced knowledge and experience with accounting software QuickBooks.
  • Demonstrated knowledge, skills, and experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
  • Experience in developing and managing a donor funded grants and procurements.
  • Demonstrated supervisory experience.
  • Previous experience in the implementation of health or development programs in Tanzania (Mainland and Zanzibar) and/or the East Africa region is preferred.
  • Excellent organizational, analytical, oral, and written English and Swahili communication skills.
