Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of our Tanzania based client, we are looking for a competent and experienced Telecom Lead.
POSITION IN THE ORGANIZATION
REPORT TO: COMMISSIONING MANAGER
JOB LOCATION: TANZANIA (DAR ES SALAAM)
MISSION AND JOB DIMENSION:
The Telecom Lead is responsible for the delivery of the Telecom and Security Systems ($70M) detail engineering, fabrication, testing, in compliance with project feed and industry standard, all pursued by site installation, hook-up, pre-com, commissioning, start-up and performance tests. As a result of EACOP project geographic extent the telecom dimension of the project is a kind of its own, equivalent to several times the ones of other major projects such as FPSO.
KEY DUTIES AND RESPONSIBILITIES
Activities
- Coordinating the work with the engineering design team, the safety design team, and the operation team to define and implement all the requirements in the Telecom systems.
- Managing the execution of the Telecom Scope of Work to ensure that it is in line with project requirements.
- Providing Telecoms expertise support in the implementation of the functional specification, design work, cyber security requirements and monitor Telecom discipline studies during detailed engineering (technical, costs, planning, interfaces, reporting), procurement (FAT/IFAT).
- To set and manage that all engineering documents and equipment are delivered on time according to project schedule.
- Reviewing and participating actively in the development of the definition and the design of the Telecom systems and deliverables (Telecoms Index, design specifications, third party Interfaces, Fibre Optic network, Vendor drawings, etc.) for the PLANT that will be developed by the EPcmC and an Integrator.
- Participating in the Contractor’s Telecom meetings and related interface meetings.
- Ensuring coordination and integration of all systems both within and between scope of contractor, integrator, suppliers, and vendors.
- Lead the Telecom Commissioning Team and supervise the related activities.
- Ensure that Telecom commissioning activities are properly organized, scheduled, and conducted in a structured and safe manner, to test and certify that the installed equipment/systems, comply with the agreed performance parameters indicated in the design documents and specifications.
- Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed.
- Providing Telecom expertise as necessary to support and follow-up the development of the OPPS / HIPS system for EACOP, including work with EPcmC CTR and HIPS Integrator.
- Cooperate and support the Operations team in the execution of Start-up activities.
- In coordination with the CMT Lead, prepare and organize the progressive Transfer of Operation and Maintenance of the facilities to CPY Field Operation Team (TOM Dossiers, Electrical isolation, As Commissioned documents etc…).
Context And Environment
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing.
MANDATORY REQUIREMENT
Accountability:
- Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordination EACOP project teams.
Qualifications And Experiences Required
- Graduate highly specialized Telecom engineer, with at least 10 years’ experience of work as discipline specialist on large oil & gas project (both engineering and field)
- Must exhibit a strong track record of completion and success in delivery of commissioning and projects safely.
- Ability to work in a multi-cultural business environment.
- Strong leadership and communication skills.
- Fluent in English (speaking and writing).
