DESCRIPTION

JSI Research and Training Institute, Inc (JSI), a USA based public health management firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Deputy Chief of Party for the anticipated PMI Mbu (Mosquitoes) Project in Tanzania (Mainland and Zanzibar).
The activity aims to identify and implement proven, evidence-based vector control approaches in Tanzania (Mainland and Zanzibar), excluding indoor residual spraying (IRS) and Larval Source Management (LSM). The activity will provide technical support for the IRS and LSM. This activity focuses on insecticide-treated bednets (ITNs) that include determining the quantity of ITNs needed annually to maintain high population access and implementing delivery/distribution/issuing of ITNs using the Government of Tanzania (Mainland and Zanzibar) approved bed net distribution channels.

The DCOP will be responsible for coordinating all interventions of the Tanzania PMI Mbu (Mosquitoes) Project and providing technical oversight of the project staff. The DCOP will assist the COP in overall project leadership and liaising with the Government of Tanzania, USAID / PMI, and other key stakeholders. The DCOP is a member of the Senior Management Team of the project and reports to the Chief of Party. Responsibilities shall include the overall coordination program implementation activities to strengthen systems to deliver equitable, quality, integrated local level public health services.

This position will be based in Dodoma.

RESPONSIBILITIES

  • Support the COP to provide overall leadership and strategic vision for the project.
  • Responsible for assuring that all technical assistance and services provided under the contract are technically sound, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
  • Lead technical design of the project, providing overall strategic direction to technical staff and ensuring all activities are well coordinated and executed on time.
  • In the absence of the COP, serves as Acting COP and the project’s key representative with the USAID / PMI and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.
  • Assist the COP in planning, budgeting, and monitoring program activities to ensure that all activities and outputs are accomplished and delivered according to the agreed work plan and within budget.
  • Represent JSI and the project through effective technical communication with partners, MOH and other senior members of government, USAID / PMI, malaria experts, and Technical Working Groups.
  • Supervise, mentor and assess the performance of the technical staff (including long-term and short-term advisors, sub partners, consultants) that are directly responsible for implementation, and monitoring and evaluation of the program to ensure completion of deliverables.
  • Support the COP to oversee administrative, financial, and operational aspects of the project and ensure compliance with USAID/ PMI and JSI policies.
  • Work closely with COP to monitor, analyze and troubleshoot any challenges to program implementation and resolve any human resources issues that arise.
  • Assist the COP to establish and maintain close and functional working relationships with other USAID-funded mechanisms as well as other partners whose work contributes to malaria reduction.
  • Provide leadership in developing, implementing, and assessing interventions at national, facility and community level.
  • Coordinates with the MEL Director to ensure systems and processes for comprehensive and adaptive monitoring, learning and evaluation of the program.
  • Travel to regions/districts to monitor program activities in field.
  • Undertake other tasks, as assigned by the COP.

QUALIFICATIONS

  • Master’s level education/training or its equivalent in Public Health, Health Administration, Infectious Diseases, International Development or a related field required. MD or PhD is desirable.
  • Minimum of five years of clinical practice and eight years’ experience supporting the development and implementation of Tanzania’s national, district and community-based health related interventions including capacity building with a proven background of tangible results, preferably with a USAID / PMI and other donor funded project.
  • Demonstrated technical expertise in malaria, with specialized experience in malaria control interventions, including but not limited to vector control, entomology, clinical case management of malaria, and epidemic surveillance and forecasting.
  • At least 8 years of experience managing international programs in developing countries with a focus on Malaria vector control is required.
  • Additional training in Monitoring and Evaluation of health programs is an added advantage.
  • At least 4 years of experience in progressive leadership positions on projects of similar scope and complexity, including experience creating and managing project work plans.
  • Fluency in English and Swahili with strong oral and written communication.
  • Familiarity with data analytical packages is desired.
  • Demonstrated experience managing technical teams.
  • Experience preparing and making technical presentations on malaria and other diseases at technical forums is a requirement.
