Consultant to Develop Guidelines on TOC for Investigators & Prosecutors in Tanzania

Overview & Responsibilities

IDLO is implementing a Transnational Organized Crime in East Africa (EATOC) Project, funded by the United States Department, Bureau of International Narcotics and Law Enforcement Affairs (INL). The project aims to strengthen State Responses to Transnational Organized Crimes (TOC) in Kenya, Tanzania, and Mozambique through (i)strengthening national and regional policy and legal frameworks on TOC in the 3 countries; and (ii) enhancing national and regional capacities for collaboration and coordination of the prevention and responses to TOC in the 3 countries. 

In this regard, IDLO has partnered with the National Prosecution Service (NPS) of Tanzania to recruit a contract consultant to develop the Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania. The consultant shall report directly to IDLO’s Programme Lead for the EATOC Project and a designated representative of the NPS Tanzania.

The Consultant’s duties and responsibilities will be as follows:

  • Conduct an inception meeting with IDLO and NPS Tanzania to discuss the TORs and the scope of the assignment, methodology, expectations, and outcomes.
  • Conduct extensive desk and field research on the nature, scope, typologies, manifestations, investigation, and prosecution patterns of TOC in Tanzania.
  • Develop the Draft Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.
  • Present the draft to stakeholders’ forums organized by IDLO and NPS Tanzania and consider the feedback from the stakeholders to improve the draft.
  • Conduct a validation workshop of the revised draft Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.
  • Develop and present print-ready final Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.

 The Consultant will deliver the following:

  1. An Inception Report detailing the approach/methodology, clear milestones and timelines, detailed work plan, potential risks, and mitigation measures.
  2. A compilation of the desk research and comparative analysis materials that informed the development of the draft Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.
  3. Initial Draft of the Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.

Final Guidelines on Transnational Organized Crime for investigators and prosecutors in Tanzania.

Job Requirements

Education

  • A bachelor’s degree in law or related field from a recognized university.
  • A master’s degree in a relevant field from a recognized university.

 

Work Experience

  • Minimum of 5 years of professional experience in legal research, analysis, and drafting.
  • Understanding of the criminal justice context in Tanzania.
  • Experience in the fields of law enforcement/prosecution.
  • Demonstrated experience in drafting Guidelines, Standard Operating Procedures
  • At least one publication in a related field of study.

Technical Competencies

  • Excellent organizational, interpersonal and communication skills.
  • Excellent work ethic founded on integrity, impartiality, and confidentiality.
  • Professionalism in the process of engaging with multiple government agencies.
  • Proficiency with Microsoft Office programs and other relevant computer applications.

Terms & Conditions

The consultancy contracts will run for three (6) months from 1 July to 31 December 2024, on an output basis at a lumpsum rate, inclusive of all taxes and levies payable in instalments upon satisfying the agreed deliverables.. The assignment is output-based, and flexibility of schedules and availability might be required to ensure the completion of work within the time frame.
