Oxford Policy Management (OPM) is delighted to announce that we are looking to hire a climate policy and finance expert with strong Monitoring Evaluation and Learning (MEL) capabilities, to be based in either our Kenya, Tanzania, India or Indonesia office.
We are seeking a committed and experienced consultant to join our climate policy and finance team, within our climate and resilience practice. This is an exciting mid-level role suitable for someone with 5-10 years to join our thriving team working on climate policy and finance including monitoring, evaluation and learning for cutting edge climate initiatives.

Climate, Resilience and Sustinability Practice
The Climate and Resilience Practice at OPM is deeply engaged, widely respected and in strong demand for our work supporting governments to address their climate and policy challenges – including financing their climate priorities. Our in-house experts help governments and policy makers to set goals, collect data, plan, budget, build institutions, shape regulation and target climate interventions to those most in need. We have extensive work in shaping policy and international finance from the public and private sector and multilateral sources.. Our work is funded by a wide range of clients including the UK Government, USAID, DFAT, GIZ, World Bank, Green Climate Fund, Foundations and more.
The Climate and Resilience Practice works in close collaboration with our Sector Practices, which include Research and Evidence, Governance, Social Protection, Health, Education, and Poverty. This approach offers high levels of methodological rigour in combination with deep thematic and contextual knowledge and expertise.
The role will include:
- Technical delivery on climate change and related issues in collaboration with other OPM staff and consultants to build on expertise developed under OPM’s programmes and to develop OPM’s impact and contribution on this issue in the future.
- Application of MEL technical knowledge and facilitative methods to ongoing and new projects, particularly focused on the development and implementation of MEL frameworks.
- Providing technical inputs into projects (including monitoring, evaluation and learning) at all stages of delivery, including inception, design, data collection, analysis, writing and reporting, and dissemination Independently undertake technical work on OPM consulting and other projects involving a range of policy implementation and research, in accordance with required delivery deadlines and OPM quality and report writing standards.
- Leading small to medium-scale projects and bids or a component/deliverable in a large project. The role will apply technical, programme management, people skills, and a focus on impact to deliver these projects successfully. This task may involve the provision of a coordination or leadership role for the project team and administrative support.
- Developing and maintaining client relationships; management of technical teams (OPM staff inputs and consultants), legal, finance and HR etc. and the project team in country; quality assuring technical deliverables; and leading in the recruitment of new project team members.
- Developing business, lead expressions of interest and proposals for new work opportunities. For larger opportunities, work with colleagues to win large projects.
- Representing the Practice and organisation internally and externally on projects. Fostering good relations with clients including donor agencies and partner government ministries, taking an active role in developing new areas of work and potential new relationships through existing or new networks and contacts.
- Developing strong and effective working relationships with all other members of the Practice, Country Offices and other OPM colleagues.
- Ensuring that outputs are delivered on time and in accordance with OPM MEL quality and report writing standards.
- Contributing to business and technical development activities such writing articles and participating in other research and publication programmes as required.

- Participating, through programme meetings and by other means, in the general development of the work of the Practice, and the Company in general.
Required Skills and Experience:
- Degree and post-graduate qualification in a relevant discipline
- Graduate-level training and at least 5 years of experience delivering climate change, with applied technical knowledge in climate policy, climate finance.
- Interest and applied knowledge in monitoring evaluation and learning for climate projects including leading or leading aspects of MEL work.
- Excellent written and oral communication skills, with high levels of attentiveness to diverse audiences
- Strong bidding and proposal management skills, including proven ability in prepositioning for projects and developing strategies for submitting winning bids.
- Experience in the development of project plans, priorities and processes to achieve its objectives, including managing budgets, resources and risk management.
- Ability to travel in the country and overseas for short-term assignments.
- Willingness to work across different time zones.
