DESCRIPTION

JSI Research and Training Institute, Inc (JSI), a USA based public health management firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Chief of Party for the anticipated PMI Mbu (Mosquitoes) Project in Tanzania (Mainland and Zanzibar).

The activity aims to identify and implement proven, evidence-based vector control approaches in Tanzania (Mainland and Zanzibar), excluding indoor residual spraying (IRS) and Larval Source Management (LSM). The activity will provide technical support for the IRS and LSM. This activity focuses on insecticide-treated bednets (ITNs) that include determining the quantity of ITNs needed annually to maintain high population access and implementing delivery/distribution/issuing of ITNs using the Government of Tanzania (Mainland and Zanzibar) approved bed net distribution channels.

The Chief of Party will provide leadership and overall management of this project, will supervise all activities under the contract and have overall responsibility for the successful performance of the technical assistance team. He/she will provide strategic direction to the project team, guide the senior technical staff, and ensure quality and compliance. The Chief of Party will be the official representative of the project with the donor, stakeholders, and partners. He/she will facilitate collaboration across the geographic scope of the project and identify opportunities for knowledge transfer.

The COP will be responsible for overseeing project implementation, providing the technical vision and approach, and managing the senior management team and sub-contractors.

This position will be based in Dar es Salaam or another location to be determined.

RESPONSIBILITIES

  • Provide overall leadership, management, and strategic vision for the project ensuring an integrated vision among different components and actors, and a focus on achieving intermediate results, targets, and deliverables defined in the contract.
  • Overall responsibility for assuring that all technical assistance and services provided under the contract are technically sound, in line with USAID / PMI rules and regulations, and appropriate for addressing the objectives of the Activity.
  • Monitor all annual work plans, monitoring, evaluation, and learning plans/strategic information plans to ensure that the project is achieving performance results, meeting deliverable expectations, and maintaining compliance with all USG rules and regulations; analyze and mitigate identified risks and resolve constraints, as required.
  • Function as the project’s primary liaison between the USAID / PMI, the Government of Tanzania including MOH, sub-national local governments, JSI headquarters, sub-contractors, implementing partners and other collaborating agencies on all pragmatic, administrative, and financial matters related to the project. Therefore maintain a good working relationship and frequent communication with USAID / PMI and JSI headquarters.
  • Provide leadership and oversight of all project technical assistance needs required to achieve the expected outputs of the agreement, development of scopes of work recruitment of consultants, and execution of technical assistance and service agreements.
  • Supervise and lead the Senior Management Team (SMT), a group of senior-level program staff supporting the project’s strategic vision, ensuring collaboration between functional areas, and supporting effective implementation of activities. Also ensure supervisory and accountability systems are in place for all long-term and short-term advisors, sub-partners, consultants, and staff.
  • Oversee the technical and administrative operations of the program, including decision-making for resource allocation, program priorities, and evaluation.
  • Provide leadership in developing, implementing, and assessing interventions to reach project objectives.
  • Ensure management systems with standard operating procedures are used to implement all activities.
  • Oversee an annual project cycle that formulates comprehensive annual contract work plans and budgets, under the USAID / PMI annual planning cycle and assures timely disbursement of funds.
  • Oversee all institutional sub-agreements executed under the prime contract.
  • Ensure all reporting requirements for the contract, including quarterly and annual activity reports are produced and submitted.
  • Ensure systems and processes for comprehensive and adaptive monitoring, learning, and evaluation of the program.
  • Oversee external communications and dissemination of best practices, key interventions/approaches, achievements, and lessons learned.

QUALIFICATIONS

  • Master’s level education/training or its equivalent in Public Health, Health Administration, Infectious Diseases, International Development, or a related field required. MD or PhD preferred.
  • At least 15 years of experience managing large international development programs in developing countries with a focus on health, infectious diseases, and malaria (vector control, entomological surveillance), is required.
  • At least 5 years of experience in senior-level leadership positions on projects of similar scope and complexity.
  • Experience in the field of public health, specifically related to malaria programming required
  • Demonstrated leadership in working collaboratively and forming partnerships with key stakeholders including government agencies and ministries, donors, local government, CBOs, implementing partners and other stakeholders in malaria programs.
  • Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies is required. Extensive knowledge of USAID administrative and procurement practices is required.
  • Experience working in Tanzania (Mainland and Zanzibar) with proven understanding of the health system at the national and sub-national levels;
  • Fluency in English and Swahili with exceptional oral and written communication and presentation skills.
  • Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums, preferred
  • Proven experience leading, supervising, and mentoring, staff and large teams;
  • Experience developing budgets, costed work plans and tracking expenditures.
